Latest financial status with tasers in NZ

Though tasers have recently just arrived into the country, they are still under trial of whether the Parliament should allow the device to be in the Police Academy's hands .

The trial of tasers has been observed and the results are in process of whether the device is safe or not. However, with cases heard from America (from where they were originally from) and Australia, the parliament fears that if the tasers were to be released into the hands of the officers on street patrol, they too will misuse the device and having killed someone with their own hands.

The UN has already disagreed on having tasers anywhere near people or even in the officers possesion, but countries feel that in order for the community and surroundings to be safe, officers need to be safe also - using tasers would be an immediate and easy access tool to use from a distance rather than guns (which would most likely be the chance of getting the suspect killed than to have alive).

Press release from the Beehive has it, that Auckland and Wellington have had the taser trial - along with batons and the other weapons in which they found very effective ...

The financial status at the moment - with the recession at this time of the year, NZ is currently still thinking of providing the tasers from overseas and having them shipped to NZ. NZ has been majorly effected.

Personally, tasers should be provided as they will always be compact in size to have as a back up if batons are not going to be worth having and knowing that it will not have a instant effect on the suspect or ciminal- even though police dogs do make an effect , they aren't always carried in police cars.

2009 iReflect Tradition vs E-Portfolio Survey Report

This report is based on analysis of the responses to the 2009 Traditional vs. E-portfolio survey which I did. This is a short survey based on how well do second English learners use e-portfolio or whether they use it all.

This survey report has received 36 responses in three different in BA English Studies classes of which I attended. The ages of the participant are between 20 and 50. All respondent are English second language speakers and learners. This survey is part of the I-reflect assessment.

First question simply ask that of which portfolio have the participant use recently. The results indicated that 11 participants have recently used e-portfolio, and 19 participants claims to have use tradition portfolio, while only 6 participants confirm they have used both portfolios
Those who claim to have use both portfolio states that tradition portfolio was used through out primary years and high school, but it was not until attending University the participant was introduced to E-portfolio however others state that they are using both portfolio as of now. Those who have claimed to use e-portfolio states that they use it in class requirement which they will be assessed on.

The third question asks; as university students do you agree that electronic portfolio is more useful then plain traditional portfolio?
They have the option of to say yes, no or not sure.

It shows that 35 participants claim yes, and only 1 said no.
Half percent of those who said yes says that e-portfolio is easier to use because everything is store on the computer which saves a lot of printing. While the other half states e-portfolio are more useful than traditional mainly because pictures, documents and videos can be uploaded. And its seen as a adventage. However one participant says the reason why he/she disagree was to the fact that, they believe people shouldn’t rely on digital resources too much.


The last question on the survey ask: If you used or have an e-portfolio, as a second language learners please describe how e-portfolio changes some of your prospective. List of things you could include, (the positive/negative of using a e-portfolio, things you learned from using e-portfolio and would you recommend it to other and why)

Looking at the positive aspect of the response; claiming that most agree to the use of e-portfolio. Some claims using e-portfolio as a beginner was confusing and thought it was a waste of time until they got the hang of it and through the course change their mind about e-portfolio. Others states that e-portfolio have certainly changed their point of view and got the use of reflecting their ideas on digital media.

CATT - Campaign Against The Taser

There have been some disapprovals about the American made tasers being introduced in New Zealand. Here's why...

There have been recordings with the use of taser guns in America recently and there has been some accidental deaths occuring upon use of taser guns. There has been at least 150 deaths caused by the American police.

February 2006, there was a police press release about the tasers being introduced to five major police districts including Auckland and Wellington and spokesperson for the CATT group Marie Dyhrberg made some investigations on the taser and found that that the taser operates just like a normal gun... "looks like a gun, fires a projectile (barbed darts), like a gun, it fells people lik a gun and (overseas experience shows) can actually kill people jus like a gun".

Concerns found in SCOOP media release


These are just a few concerns that I found in the article SCOOP, if you like you could check it out for yourself. The UN suggests that having taser guns in the country is dangerous, even if it's for the police officers who are in control of them. It is dangerous for anyone no matter who they are.


Maori party supporter Tai Tokerau says "We agree with the UN when its says that the severe pain caused by tasers could be seen as a form of torture and could even kill someone."


His commenting goes on and says that innocent peoople are on the streets as well and to have police officers armed with the taser guns is dangerous even if the police are not using them. Then he says that the "Prime Minister needs to listen to what the United Nations Committee Against Torture is saying".

Taser X26 in possession of NZ police officers


Just a few things that you could keep in mind with Police officers and taser guns.


* Taser guns are not routinely carried by the police officers.



* "When considering the use of a taser, the police officer must have an honest belief that the subject, by age, size, apparent, physical ability, threats made, or a combination of these, is capable of carrying out the threat posed. In this circumstance, Police may only use the taser to:"



- Defend themselves and others if the culprit is under threat of hurting others and all possibilites of keeping the public as well as themselves safe has been carried out, then the tasers will be a less forceful way.



- Arrest an offender if they disobey and pose a threat to the public physically and the arrest cannot be made less forcefully,



- To resolve an incident that the police officers at the point can see that the offender will physically hurt themselves and it cannot be resolved or prevented in a less forceful way.



- Attack wild animals with.

Tasers in NZ

Tasers were introduced to the New Zealand Police Force in September 1, 2006 by police Commissioner Howard Broad. There was a report that "taser guns have been a valuable addition to their crime fighting arsenal and officers are keen to see them widely deployed." Broad also said that police officers weren't going to be armed at all times with tasers, only during situations in which the offender may become dangerous to the officers. 

Member of Parliament, Chester Burrows had supported the idea of having tasers for the officers to work with saying that "Police were gradually losing their aility to engage in dialogue in tense or hostile situations and Mr Broad admitted that was a concerning trend. Such situations  were becoming more dangerous for police as weapons became more commonplace in the hands of criminals. Fighting with someone now has the added risk". 

But since tasers were only introduced eight years ago, the taser has only been used 180 times. 

There has been a couple of cases where there has been anti-taser campaigners, due to the fact that it may cause death with the electrical shock travelling to the heart or through brain damage, also because of the electrical shock.

Taser History in the US


Jack Cover who is a NASA researcher started to develop the taser in 1969. Once completed, the product was named. The word "taser" is an acronym for a title of a childhood hero from a book called Tom Swift's Electric Rifle. The taser was introduced to the US when the Public Defender used gunpowder and in 1976, the Bureau of Alcohol, Tobacco and Firearms considered the gunpowder to be a firearm.

In 1991, Taser's were supplied to the Los Angeles Police Department and failed to restrain Rodney King, due to a low battery. 

In 1993, Rick Smith and his brother Tim decided to investigate on the tasers and what they had called at the time "safer use of force option [s] for citizens and law enforcement". The two brothers worked on the investigation as well as developing the original taser that Jack Cover had invented into a non firearm device which was then called an AIR TASER MODEL 34000 which at the time had  an "anti - felon identification" which prevented criminals from picking it up and using it. This was seen as not a firearm and in 1999 Taser International then worked on developing the taser into a handgun shape which was then called the ADVANCED TASER M - SERIES SYSTEMS", this developed taser used a "patented neromuscular incapacitation technology". As time went by Taser International developed the taser gun and was released in 2006  which was called the TASER X26 which now uses "Shaped Pulse Technology".

What are the common types and uses of e-portfolios?

There are four common types and uses of e-portfolios. They are: (i) Assessment portfolios (ii) Showcase portfolios (iii) Development portfolios and (iv) Reflective portfolios.

Uses of e-portfolios: Each portfolio has a different function. Here are some summaries.

(i)Assessment portfolios - used in assessment purposes and are usually organised into different categories. For example, a student may organise their work into different categories. For example, a student may organise their work into the candidates' products, evaluations, photographs, video recordings, etc. However, assessment portfolios differ and vary according to the owners course, course advisor and/or lecturer.

(ii)Showcase portfolios - Portfolios where individual's achievements are displayed, also showing their best work on evaluations of their own work. These portfolios are usually by artists and architects.

Showcase portfolios may be used ofr many purposes, like introducing yourself to other employers, committees, sponsors etc.

(iii) Development portfolio - These portfolios are useful fr keeping track of things. A personal development plan is also another term for this portfolio. Portfolios as such can act as a reminder. Usually recorded on a table making things easier for the person to follow through and keep themselves updated on their own work.

(iv) Reflective portfolio - Used for monitoring one's development. The owner evaluates themself and their work when having completed something. Owners are usually asked to reflect on their achievements, failures, goals, pointing ou strengths and weaknesses and how to improve on each aspect of their work if the work was to be repeated.

How do they differ from traditional portfolio's?

Traditional portfolios are viewed as a personal collection or artefacts that describes and stores a person's achievements and learning status.

Traditional portfolios are usually seen as a paper document of an individual's achievements that can be accessible at anytime.

An e-portfolio can be produced by using simple tools but are typically using specialist e - portfolio applications that contains a level of structure and a high level of customisation for specific contexts and support or multiple media purposes.

What are some definitions of an e-portfolio:

A digitised folder used to store artefacts of an individual's achievements. Withe this, reflection on the portfolio and assessments on personal developments is what makes an e-portfolio different.

An e- portfolio are useful for learning or (and) and assessment tool. An e -portfolio is an electronic collection of an individuals, groups or institution's accomplishement.

This collection can be text based, graphic, multi media etc. These can be recorded on a particular web site or oter electronic media froms, like a DVD or CD-ROM.

An e-portfolio can be much ore thatn a protfolio itself. for organisig work with different appliciations and to also control who the viewers are and who are not.

My Proposal

What are you going to do and why?

I am going to research on cops and the use of taser guns. How and why they decided to introduce taser guns into the country. How it will effect criminals' bodies, anatomically and how it will effect the country (NZ) financially. I will also try and contrast pepper sprays and taser guns.

What digital assests are you going to use and why?

Still undecided, but I'm thinking of using blogs and youtube clips about this.

What benefits might you get out of this (future implications)?

Because I am going into the police after completing this course, researching and studying the background of what has been going on inside the NZ police force might help me with gaining more knowledge and to be ahead with the theoretical part.
